General purpose viewing of images via HTTP is much more common than completely Web-based (not using DICOM at all) diagnostic viewing.  In this case, highly compressed versions of the images are (possibly streamed to and) displayed in the browser.  While not suitable for diagnosis, they can be very useful for general practicioners or viewing with a patient in the exam room.  As examples, TeraMedica and Agfa have both developed applications which have refined this model to a high degree, enjoying a great deal of commercial success.
